Visit of CMD and Director (Civil) to SAPDC

VISIT TO KATHMANDU:

1. Hon’ble Minister for Energy, Water Resources and Irrigation: On 11 th October, 2018, CMD, SJVNL had a meeting with Sh Barsha Man Pun ‘Ananta’ Hon’ble Minister for Energy, Water Resources & Irrigation. CMD apprised the status of Arun-3 HEP and raised pending issues with GoN particularly Transmission License for 400 kv transmission line for Power evacuation. A brief presentation on Arun-3 HEP was also made during the said meeting, which was attended by Sh Anup Kumar upadyay, secretary Power, GoN, Sh Dinesh Kumar Ghimere, Joint Secretary, Power and CEO, SAPDC and other officers from SJVN & SAPDC. Inturn, Hon’ble Minister assured that all pending issues will be resolved in a time bound manner as Arun-3 HEP is a project of National Importance.

2. His Excellency, Ambassador of India at Kathmandu: On 11 th October,2018, CMD visited India House to meet His Excellency Manjeev singh Puri, Ambassador of India at Kathmandu and apprised the latest progress of Arun-3 HEP & pending issues with GoN. His excellency impressed with the progress of project and assured full cooperation from Embassy in implantation of Project.

3. CEO, Investment Board of Nepal (IBN): CMD, SJVN has a meeting with Chief Executive Officer (IBN) on 11 th October,2018, apprised the Progress of Arun-3 HEP, and raised pending issues with IBN like extension of timeline for Financial Closure, Land acquisition for construction of Transmission Line for Power evacuation, Generation License for Transmission line. IBN, CEO assured to expedite the pending issues.

4. Sh. Lekh Raj, Hon’ble Member of Parliament: CMD, SJVNL also met with Sh Lekh Raj, Hon’ble MP and requested him to extend his support in construction of Arun-3 HEP and resolving the pending issues with GoN. Hon’ble MP assured to extend his full support to SAPDC to expedite the construction of Arun-3 HEP.

5. Hon’ble minister for Physical Infrastructure and Transport: A meeting on 12 th October,2018 was held between Sh Raghubir Mahaseth, Hon’ble Minister for Physical Infrastructure and Transport and CMD, SJVN. CMD, SJVN raised his concern on bad condition of Koshi Highway with Hon’ble Minister. Hon’ble Minister assured his full support to Arun-3 HEP and issued necessary instruction to concerned officers on telephone to take immediate appropriate steps to improve the condition of Koshi Highway.

6. Hon’ble Minister of Finance: On 15 th October, 2018, CMD, SJVN had a meeting with Dr Yuba Raj Khatiwada, Hon;ble Finance Minister, GoN and raised pending issues of Arun-3 HEP particularly Financial Closure, opening of Bank Account in INR in Nepal. CMD also thanked Hon’ble finance Minister for resolving the remittances issue pending since long with GoN. Hon’ble Minister assured his full support to SAPDC and also requested to complete the Project with in schedule time so import of Power from India can be reduced.

VISIT TO POWER-HOUSE COMPLEX (PUKHUWA):

Our worthy CMD Sh N.L Sharma along with Director Civil Sh. Kanawar Singh, Two First Secretaries of GOI form Indian Embassy (Kathmandu), CGM –Design along with CEO and other officials from Shimla visited Power House site on 13.10.18.The visit was commenced around 9:30 AM with the welcome of all dignitaries at site with flowers and traditional Khada.The welcome was done by the officials of SAPDC at Power House and Project controller & Project Manager of M/s PEL.

The visit commenced with site visit to Portal location points of- Main Access Tunnel (MAT) - 1 & 2, Cable Access Tunnel – (CAT) and Approach Road to Power House. It was directed by CMD to expedite the work of completion of approach road to PH as same is critical for starting the activities on Power House Area .It was again discussed for possibility of shifting of machineries to Power House Area through helicopter so the balance work of approach can be taken up from Power House End and work on other portals can also be taken up. It was also directed to take up the works of clearances of bushes and vegetation from all portals in the area immediately. Further before leaving the site they visited to Arun Bridge location and newly constructed temporary accommodation site. The visit was completed at 10.40 AM.

Further during flying to Dam Complex the aerial view of Adit#3/2 and construction of approach road Adit#3 was also seen. It was directed to look into the possibility of shifting of machineries to Adit#3 location by helicopter or other means may be explored vigorously so that work of approach road can also be taken up through other end and works on Adit#3 can also be commenced immediately.

DAM COMPLEX (DOVAN/ PHAKSHIMNDA):

Dam site of Arun-3 HEP was visited by CMD, SJVN, along with Director (Civil) accompanied by two first secretary of GoI from Indian Embassy Kathmandu, CGM (Civil Design) along with CEO and other officials from Shimla on 13.08.2018. The team landed at dam site at 10:30 AM and SAPDC staff posted at Dam site welcomed CMD, SJVN, Director (Civil) and all dignitaries with traditional khada.

The visit commenced with site visit to dam top on left bank where the dignitaries were welcomed by Sh. Pankaj Gaur, MD and Sh. Parveen Singh, Director, M/s.JAL along with his senior officers. From this location, all the components i.e. diversion tunnel inlet, outlet and top of dam stripping on the right bank were shown and the status of work on these components was explained in detail. Construction sequence of work to be executed in near future was also explained in detail. At diversion tunnel inlet, the possibility of taking up underground excavation directly from the river bed level, where sound rock is visible, was discussed in detail and worthy CMD and Director (Civil) were appraised about the future ourse of action. The status of work on left bank haulage road and planning of dam stripping from top including acquisition of additional land was also explained in detail.

The team then visited Adit-1 and the progress of work was explained in detail. In this front also future course of execution was discussed and directed SAPDC staff to expedite the progress. Worthy CMD inaugurated the newly constructed Conference Hall at Dovan site office and held a meeting with M/s.JAL about progress review and directed them to ensure that work do not suffer on account of shortage of material and machinery in all the work sites. The dignitaries were then taken to the Phaksinda where worthy CMD and Director (Civil) performed foundation laying ceremony of 14 Nos. set non-executive building. After this the team visited army complex at Dovan and had lunch at Phaksinda. The team was then seen off at Dovan helipad by SAPDC staff and left for Tumlingtar at around 1:30 PM. SAPDC Dam team was honoured and highly motivated with the visit of worthy CMD & Director (Civil).

VISIT TO SAPDC COMPLEX (TUMLINGTAR):

1. Handing-Over/ Flagging-off of Ambulance Sh. Nand Lal Sharma, CMD-SJVN and Sh. Kanwar Singh, Director (Civil) along with First Secretaries Sh. Abhishek Dubey & First Secretary Sh. Vipra Pandey from Indian Embassy and other officers of SJVN & SAPDC reached Office Complex, Tumlingtar at around 3:00PM on 13 th Oct.’2018. A function was organized to jointly handover/ flagging off of an Ambulance, donated by Indian Embassy, to Chichila Gaunpalika. Sr. Officers of GoN/ local administration viz Chairman (District Coordination Committee, Sankhuwasabha), Sh. Suman Sakya; Mayor (Khandbari), Sh. Murari Prasad Khatibada; ACDO (Sankhuwasabha), Sh. Mohan Mani Gimire; Chairman (Chichila Gaunpalika) Sh. Pasang Sherpa; DSP (Nepal Police); Sh. Shyam Kumar Saru Magar; DSP (APF); Sh. Kavindra Rai; Major (Nepal Army) Sh. Sagar Karki; and Inspector (NID) Sh. Ramesh Adhikari were present in the function along with various local people of District Sankhuwasbha). The local people also gathered on this occasion.

The program started with lighting of lamp. At the onset, CEO, SAPDC welcomed the CMD, Director (Civil) and other dignitaries present on this occasion. In his welcome address the CEO highlighted the importance of handing over of Ambulance to Gaunpalika. It was informed that in all two ambulances have been agreed to by Embassy of India to be given one each to Makalu Gaunpalika and Chichila Gaunpalika. The Ambulance for Makalu Gaonpalika will be handed over shortly. It was followed by the address of CMD. In his address, CMD informed the locales that Govt. of Nepal has cleared various development plans for Project Affected Families (PAF) to be implemented by SJVN under Rehabilitation Action Plan (RAP) which includes basic skill training to 725 people, sponsorship to 39 youth for Engineering Diploma Courses, 20 Scholarships to Engineering Degree Courses, various infrastructural development works under Local Benefits Sharing Plan like Infrastructural Development for School/Health Centre, Solar Lights, Water Supply, Storage Rooms, Local Business Development Cultural and Heritage Buildings, Cottage Industry and other Industrial Development Programs. The DCC Chairman also addressed the gathering.

He expressed the serious concern of local people about the total construction period and commencement of electricity generation. In his address, he extended all his cooperation for execution of the project. Thereafter, the keys of Ambulance were handed over to Sh. Pasang Sherpa, Chairman Chichila Gaunpalika jointly by the CMD and first Secretaries, Indian Embassy-Sh. Abhishek Dubey and Sh. Vipre Pandey. Thereafter, the Ambulance was flagged off by these dignitaries.

2. Inauguration of SAPDC’s Office Building and Residential Building Complex The new office building, SAPDC was inaugurated by Sh. Nand Lal Sharma, CMD and Sh. Kanwar Singh, Director (Civil) on 13 th Oct.’2018. The mantras and Shalokas were chanted by Nariyals were offered, ribbon was cut and unveiling the inaugural plate during inauguration ceremony. The CEO SAPDC officers of local administration, dignitaries from local political fraternity, Sr. Executives and other employees of SAPDC were present on this occasion. The CMD and Director Civil visited the entire office building complex.

It was followed by inauguration of residential complex, SAPDC at Tumlingtar. wasinaugurated by Sh. Nand Lal Sharma, CMD and Sh. Kanwar Singh, Director (Civil) on 13 th Oct.’2018. The mantras and Shalokas were chanted by Nariyals were offered, ribbon was cut and unveiling the inaugural plate during inauguration ceremony. The CEO SAPDC officers of local administration, dignitaries from local political fraternity, Sr. Executives and other employees of SAPDC were present on this occasion. The CMD and Director Civil visited the entire residential building complex. They also inaugurated the TT room installed in the building by playing few rallies of ping pong (TT). The CMD and Directors appreciated the building and facilities created for the SAPDC employees.

3) Meeting with SAPDC Employees The CMD and Director (Civil) attended a get together program with all the SAPDC employees working at Power House site, Dam site and Tumlingtar. The employees gathered in lawn of SAPDC Complex. The CMD and Director (Civil) interacted with each and every employee present there and exchanged their views.

4) Murti Sthapana in the Temple constructed in SAPDC Complex Tumlingtar The CMD and Director (Civil) along with other officers and SAPDC attended Murthi Sthapana function and Havan followed by Bhandara in the morning of 14 th October, 2018.

5) Meetings with Contractors and SAPDC Executives In the 2 nd half of 14 th Oct.’2018, CMD and Director (Civil) had marathon meeting with the contractor of Package-2, M/s Patel Engineering regarding progress being made an problems being faced by them w.r.t construction work at Power House site. It was followed by the meeting with HoDs of SAPDC. In this meeting, the CMD and Director (Civil) reviewed the progress vis-à-vis various targets fixed for this year. Besides reviewing of progress, they emphasized on the importance of completion of targets before its scheduled date. On 15 th October, 2018, the CMD and Director (Civil) along with CEO SAPDC and other officers of SJVN and SAPDC departed to Kathmandu.
